‘CLC’
was started by Donald Cocks on 27 February 1970.
Before that Don was County Engineer of Manukau County
Council, becoming City Engineer when the Manukau City
Council was created. Having a strong background in the
South Auckland Region, he set up his practice in Takanini.
He was later joined by Ernest Lapish and Martyn Compton
to form Cocks, Lapish and Compton. It was this name that
generated the CLC of CLC Consulting Group which was
formed when Kelvin Cooper joined the practice. Following
the retirement of Don and Ernest, Kelvin Cooper and Martyn
Compton are now the Directors. Charles Cumming has recently become
a shareholder ensuring
the continuity to the Civil Engineering Team
Don was a visionary, being foremost in the development
of the Manukau regional roading and drainage infrastructure,
and his recommendation for the establishment of the new
Manukau City Centre at Wiri being adopted. He was also a
very early specifier of lime stabilisation for roading works.
Ernest was an originator of NZS3604, the Light Timber
Framing Code and pioneered driven timber piles for building
foundations. Ernest is also a recognised expert in masonry
and in cyclone engineering for timber framed structures.
Martyn has vast experience in land surveys, planning
and land subdivision. He created and developed the survey
section which has become a vital component of the company.
Kelvin has had an interesting career working in wide ranging sectors of
Civil Engineering. Not only is he a competent Structural Engineer he
also has extensive knowledge and experience in Civil Engineering.
The firm has been extensively involved in the development of
Auckland, and it has always had strong environmental standards.
CLC can look back on 38 years of service to the community and look
forward to the next 38 years of service to our clients, along with a strong
environmental awareness.
