Council Fees & Charges

Council fees typically consist of two components.

Application and Processing Fees - These fees cover the cost of receiving and processing your subdivision application, as well as issuing necessary consents and certificates.

Financial Contributions and Development Contributions - Under the Resource Management Act, councils charge financial contributions to mitigate the effects of creating new titles, and under the Local Government Act, development contributions fund infrastructure growth within the district. These charges vary depending on location and development scale, and they are usually reviewed annually.

Development Contributions

Development contributions are a significant part of the cost of subdividing land, especially for residential and commercial developments. These contributions can account for 10% of the value of a new section and may contribute between 30% and 70% of the total subdivision costs. The cost of development contributions is influenced by factors such as location, infrastructure requirements, and the type of development.

Development Costs

The development costs of a subdivision vary greatly depending on the site—urban or rural. Factors that influence costs include the type of services needed and the extent of earthworks required:

Rural Sites - Basic services such as power, telephone, and physical access.

Urban Sites - Additional services, including water supply, wastewater, and stormwater systems. Urban developments can be more expensive, especially if the existing infrastructure is outdated or requires upgrades.
